MINIMUM QUALIFICATIONS: Bachelor’s Degree in an Environmental Science, or related field, or an equivalent combination of education and experience. Two years of progressive experience in water resources and stormwater management.
SPECIAL REQUIREMENTS: NCSU BAE Stormwater BMP Inspection and Maintenance Certification or ability to obtain within one year of employment. Possession of a valid North Carolina drivers’ license with an acceptable driving record.
General Statement of Duties
This position performs technical engineering, environmental, and surveying duties relating to the design, operation, and maintenance of the stormwater drainage system; assists engineers in development review, including stormwater engineering calculations, and technical reports; conducts construction site and illicit discharge inspections, investigations, and documentation; generates and delivers reports and presentations to Town staff, civic organizations and elected officials; prepares and maintains databases; performs surface water quality sampling; coordinates with the other Divisions regarding the operation and maintenance of the stormwater drainage system; responds to public requests for assistance; and assists the Stormwater Manager in other program aspects.
Work includes extensive contact with consultants, contractors, the general public, government agencies, and Town Staff.
General direction is received from the Stormwater Manager who holds the incumbent responsible for the engineering activities of the Stormwater Division and achievement of desired goals and objectives.
Distinguishing Features of the Class
The employee in this class performs technical work in the engineering and environmental aspects of the Town’s Stormwater Program, Stormwater Utility, and Stormwater Capital Improvement program.
This employee must have the ability to work well in a team environment; exhibit initiative and work independently, balance multiple priorities, effectively handle conflict, and exhibit excellent verbal/written communication skills.
The employee exercises independent judgment and technical expertise in the application of field inspections, surveying and water quality monitoring.
Duties and Responsibilities
Essential Duties and Tasks
Coordinates stormwater management activities with other local, state and federal agencies, citizens, developers, engineers, environmental organizations and other interest groups.
Utilizes global positioning system (GPS) and geographic information system (GIS) equipment, technology, and associated software applications to map and manage the stormwater system.
Inspects stormwater control devices (Best Management Practices-BMPs) to verify proper operating condition, to ensure adherence to approved plans, and to determine compliance with applicable regulations and ordinances.
Performs stream water quality monitoring; coordinates and/or performs stream water sampling work; evaluates and makes recommendations to supervisor regarding sampling results, laboratory test procedures, and target pollutants.
Monitors and evaluates stormwater discharges to the surface waters of the Town of Kernersville, including interpreting and reporting surface water quality data.
Conducts inspections of potential pollution sources from illicit connections to storm sewers.
Responds appropriately to issues, complaints, or concerns brought forth by the public or officials relating to environmental and drainage concerns.
Prepares reports, studies, analyses, and gives presentations to the Town staff, civic and school groups.
Keeps abreast of applicable state and federal regulations and changes thereto.
Performs other related duties as required by the Stormwater Manager.

Knowledge, Skills and Abilities
Considerable knowledge of GIS and GPS practices, techniques, equipment and standards.
Considerable knowledge of scientific theories, principles and practices of hydrology, hydraulics, and stormwater best management practices.
Considerable knowledgeable of local, state, and federal rules and regulations pertaining to water resource management, and ability to enforce water management ordinances, laws, and regulations with firmness, tact and impartiality.
Considerable knowledge of engineering plans and designs utilized in the resolution of stormwater flooding and water quality and quantity problem areas.
Some knowledge of surveying, equipment needed and standards.
Some knowledge of the engineering principles, calculations, and technical methods involved in erosion and sediment control, stormwater management, and construction standards and specifications.
Some knowledge of stream morphology and aquatic science.
Ability to understand and follow complex written and oral instructions, ability to understand and follow written Town Ordinances, Standard Specifications, and State/Local Codes.
Ability to maintain records and prepare clear and concise reports as well as communicate clearly and concisely.
Ability to maintain effective working relationships with City officials, City management, other public officials, employees, contractors and the general public.
Thorough knowledge of database management and the Microsoft Office suite of software programs.
Thorough knowledge of PC operating systems; Windows.
Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, grasping, fingering, talking, hearing, seeing and repetitive motion.
Must possess the visual acuity to compile and compute data and statistics, operate a computer, do extensive reading and recognize basic colors.
