This position performs complex development review, transportation planning, environmental planning, data analysis, GIS functions, and coordination of legal documentation related to the design, operation and maintenance of the watershed protection devices.

MINIMUM QUALIFICATIONS: Bachelor's degree in Urban & Regional Planning concentrating in Environmental Studies, Water Resources, and/or GIS is required. Master’s degree in related field preferred. Work experience with watershed and stormwater regulations is preferred. Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job may be substituted for Preferred Qualifications at the discretion of the hiring authority.




General Purpose

The Development Project Coordinator is the lead technical staff support for updating, maintaining and implementing the Town’s Thoroughfare and Street Plan, and Strategic Sewer Investment Plan.  Also pursues funding and engineering of transportation and sewer projects.  Development Project Coordinator exercises considerable independence in carrying out the programs and projects of the Planning and Engineering Division under general direction of the Community Development Manager.


Distinguishing Features

An employee in this class supervises and participates in performing moderately complex and difficult engineering tasks in connection with the design, and construction of public infrastructure.  Involved in review of consulting engineers, and surveyor’s engaged in the preparation of designs and documents for the purpose of compliance with ordinances; codes; municipal standards and policies; and sound engineering practice.  Responsible to coordinates inter and intra-governmental activities.  Prepares grant applications, budgets, records and reports related to projects.  Assignments are received orally or in writing, and require independent judgment and initiative in planning work and making decisions.

  • Gather data to prepare reports and technical studies.\Present assigned development projects to the Planning Board and Board of Aldermen, to include discussion of interagency review issues and citizen concerns.
  • Perform proposal and project presentations.
  • Attend meetings both within and outside the community pertaining to existing and potential projects.
  • Coordinate and consult with Federal, State, Regional and Local regulatory agencies on scope and impact of project.
  • Understand and comply with applicable federal, state and local laws, regulations and guidance.
  • Coordinate transportation and regional planning with the surround jurisdictions.
  • Perform highway and traffic engineering design calculations, quantity estimates and detailing.
  • Develop and implement sewer construction projects.

Knowledge, Skills, and Abilities

  • Considerable knowledge of civil engineering design processes and procedures and surveying.

  • Considerable knowledge of construction techniques and processes and the ability to determine whether design specifications are being met.

  • Ability to operate ESRI and AutoCad software.

  • Considerable knowledge of mapping processes and techniques, processes, and procedures.

  • Working knowledge of legal processes involved in encroachments, and land acquisitions.

  • Ability to maintain and operate computerized engineering design systems and read plans and specifications.

  • Ability to learn a variety of surveying and engineering skills such as physical sciences relative to traffic, hydraulics and mathematics.

  • Ability to communicate effectively with the general public, contractors, and other employees.

  • Ability to maintain effective working relationships with the general public and other employees.

  • Ability to plan and organize work and maintain the necessary records and reports in the leadership capacity.

  • Advanced knowledge of the philosophies, principals, practices & techniques of transportation and engineering.

  • Well-developed knowledge of one or more engineering and planning disciplines, such as urban design, transportation, infrastructure design or land use planning.

  • Knowledge and experience in construction processes.

  • Read, analyze, and interpret business and technical procedures and governmental regulations.

  • Excellent written and oral communication skills.

  • Make persuasive presentations on complex topics to top management, public groups and/or boards, and employees.

  • Write plans, reports, correspondence, procedures and other required documentation.

  • Demonstrate project management skills.

  • Define problems, collect data, establish facts and draw valid conclusions.

  • Apply complex mathematical concepts and formulas.

  • Ability to work with detail, problem solve, and communicate problems.

  • Technical expertise or hands-on experience with applicable technology and software such as ESRI, CAD, and Microsoft.
  • Ability to facilitate the development and implementation of engineering projects that related to transportation, sewer and water.

Physical Requirements

Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, grasping, fingering, talking, hearing, and repetitive motions.

Must be able to perform light work exerting up to 20 pounds of force occasionally, 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Must possess the visual acuity to compile and compute data and statistics, operate a computer terminal, do extensive reading, and use measuring devices.

Preferred Education and Experience

  • Bachelor's degree in transportation planning, civil engineering or urban & regional planning degree is required. Master’s degree in related field preferred.
  • Work experience with transportation planning and engineering is preferred.
